Have seen PVC piling put in then filled with concrete. Take a 8 inch pvc pipe and cap one end after you drill a hole in the cap to put a pipe threaded nipple in the size of a water hose fitting hook up a cheap hose and plow the PVC down to with water pressure as far as you can fill with concrete and cut the hose.

If using piling hoops or other connecting hardware,position floating dock in the water along side the appropriate piling, etc.,prior to securing hardware. Once appropriate placement of floating dock is obtained, secure piling hoops and/or connecting hardware with ½” x 2” SS lag bolt sets provided.
I had a post a while back similar to what you are planning. We built some docks on large reserviors by pounding pvc into the bottom, setting a 4x4 inside, and then cementing them in. You don't need to drill out the dirt from the inside.
Re: Sinking Dock Pilings - DONE!!! Pretty simple. Get 2 10ft. lenghts of pvc pipe 1/2 of 3/4 diameter. connect them together with a coupling. On one end connect a plastic pipe to 1/2 female threaded coupling. thread a hose bib into this coupling. You will also need a clothes washer hose with the female hose coupling on both ends.

Set the nozzle at about a 20degree angle to the bottom of your piling and hook up a regular water hose (the pvc is easier to hold against the piling than just a water hose), and just twist the piling and pvc jet slowly as you work it through the mud down to hard bottom.
Down on the Texas Gulf Coast most dock/ pier pilings of the 4"-12" size are driven using a pump that shoots a jet of water through a pvc pipe that's sharpened on the end. You put the tip of the pipe down at the base of the piling and the jet (and weight of the piling) does all the work.
